English Learners and Students Living in Poverty

April 2011


A majority of California students are enrolled in at least one special program. These programs are supported by state and/or federal funds.

The chart below shows that the percent of English learners has been going down slightly while students eligible for the National School Lunch Program has risen by 5% since 2007-08, during the recession. The federal program provides free and reduced-price meals based on parent or guardian income.

*Students enrolled in this federal program are included even if they attend nonpublic schools. The state also uses a different total enrollment figure to determine the percentage of students participating in this program.
