Title I Schools In Program Improvement Over Time

In 2007-08, federal accountability targets began to rise sharply and the number of schools in Program Improvement began to steadily increase. Schools that receive federal Title I funds under the No Child Left Behind Act (NCLB) can be placed in Program Improvement (PI) if they fail to meet the federal targets, which are heading toward an expectation of 100% of students scoring proficient or advanced on California Standards Tests (CSTs) in English and math by 2013-14.

Schools enter Year I of PI if they do not make adequate yearly progress (AYP) for two years in a row. They can leave PI if they make AYP for two years in a row. Consequences become more severe with each year that a school does not make AYP. By Year 3, schools are facing corrective action. By Year 4, the district must develop a plan to restructure the school beginning in Year 5. Some schools have been in Year 5 restructuring for several years.

Schools that are in PI the longest are the least likely to leave. In 2010-11, 701 elementary, 415 middle, and 154 high schools were in Year 5. As the charts and table show, the number of schools in Years 3-5 has been growing steadily over time for all three school types.
