Update: California's Education Reforms

Public education in California is at a critical point as 2002 comes to a close. Since 1996, the state has made a concerted effort to improve schools; yet the process is not complete, and the state must now comply with the new federal No Child Left Behind education reform law. The proposed Master Plan recommends further changes to the state's education system from pre-school through university, but the economic downturn presents financial challenges that could hamper improvement efforts. In addition, two state ballot propositions, passed in the November 2002 election, will substantially increase public funding for school facilities and after-school programs.
