This publication analyzes the potential impacts of Proposition 38, a proposition on the November 2000 California state ballot which, had it been passed by voters, would have provided tax-free "scholarships" or vouchers of at least $4,000 for private school tuition to all California public and private K–12 students. This report reviews the pros and cons of the proposition as well as its potential financial impact.
