High Schools Have Lower API Scores Than Elementary or Middle Schools

From 1999 through 2005, high schools have had the lowest Base API scores and the smallest percentage of schools reaching a Base API of 800. Compared to middle and, in particular, elementary schools, high school performance (schoolwide) has been relatively flat.
