Charter Schools—Their Numbers and Enrollment (June 2008)
The number of charter schools in California has increased steadily since 1992, when California first authorized charter schools.

Student Populations in Charter and Noncharter Schools (June 2008)
As a whole, charters serve a somewhat different population of students than noncharter schools. This partly reflects the fact that charters are not proportionally distributed throughout the state. Charters serve greater proportions of African American and white students and smaller percentages of Asian and Hispanic students.

Concentration of English Learners in California by County (March 2008)
California's EL students are found throughout the state, not just in urban or agricultural areas. This map shows the percentage of students in each California county who are English learners.

English Fluency and High School Exit Exam Passage Rates (March 2008)
A recent study shows that EL students who are reclassified English proficient, and students who speak another primary language but were found to be “initially fluent English proficient” do better on the California High School Exit Exam (CAHSEE) than English-only and English learner students. This chart displays the CAHSEE passage rates of 10th graders in 2007, broken down by English-fluency category.

California Rankings 2005-06 (February 2008)
Each year, the National Education Association (NEA) ranks states based on a number of criteria such as expenditures per pupil, teachers’ salaries, and pupils enrolled per teacher. This table shows how California compares to the top, bottom and U.S. Average for teacher salaries, expenditures per pupil, public school revenues, and per capita personal income in 2005-06 (the latest available data).

Math Achievement in Grades 2-7 (February 2008)
Proficiency on math CSTs before high school tends to decline across grades but has improved at each grade level.

More Students are Taking Algebra I (February 2008)
Although more 8th grade students are taking Algebra I than before, students still more often take Algebra I and subsequent math courses one year behind the state guidelines. These students, if successful, may complete Algebra II in 11th grade.

Eighth Graders Score Best on Algebra I CST (February 2008)
Students who take Algebra I in 8th grade tend to score proficient or advanced at higher rates than their peers who take the course later.

Science Course-taking and Achievement Have Improved (February 2008)
More California students are enrolling in biology, chemistry, and earth science, and student achievement in these courses generally improved between 2002–03 and 2006–07

2004 CSTs show no improvement in achievement gaps from elementary to high school (June 2005)
This graph, from Spotlight on California High School Performance, shows that the gaps in student performance on the English CST in 2004 are about the same in elementary, middle and high school. This shows that the performance of students who enter elementary school–including those who have been at a disadvantage historically– does not improve over time.

CSTs in math show increased enrollment in higher-level courses, but decreases in performance (June 2005)
From 2001 to 2004 the percentage of high school students taking higher level math courses increased. In addition, more high school students are taking the High School Math Summative CST which covers Algebra I, geometry, and Algebra II plus a small section on probability and statistics. The following chart, adapted from EdSource’s Spotlight on California High School Performance, shows the increase in the percentage of ninth to 11th grade students taking higher level math courses.

According to a Civil Rights Project study in March, 2005, these fifteen high schools "beat the odds" in terms of successfully passing students from one grade to the next on average from 2000 to 2002. English language arts test scores show some improvement (June 2005)
High schools have caught up with elementary and middle schools in performance on English language arts CSTs. However, high schools did not do as well as middle schools in decreasing the percentage of students at the bottom rung of the performance scale. Local Elections: General Obligation Bonds -- March 2004 through November 2004 (January 2005)
This table shows the passage rate of general obligation (G.O.) bonds from March through November 2004. In November 2000, voters passed Proposition 39, which gives school districts the option of putting on the ballot a facilities bond measure requiring only a 55% "yes" vote (as opposed to a 2/3s majority) as long as extra accountability provisions are included.

Distribution of categorical funds by purpose, 2003-04 (May 2004)
Categorical funds represent about 38% of the total revenues allocated to K-12 education in 2003-04, including about $12 billion in state and $7 billion in federal programs. These pie charts summarize the proportions of state and federal categorical funding that go toward various purposes. They do not include $62 million in state and federal grants for charter schools or about $202 million in miscellaneous state programs that each receive less than $20 million.
