Comparing 2002 to 2006 Scores on California Standards Tests in English Language Arts

Under the federal No Child Left Behind Act (NCLB), by 2014 all students are expected to score proficient or advanced on California Standards Tests (CSTs) in English language arts. These tests, based on the state’s academic content standards, are administered each spring as part of California’s Standardized Testing and Reporting (STAR) program.

A substantially higher percentage of students in grades 2–11 scored proficient or advanced on English language arts CSTs in 2006 compared to 2002.
