Baron explains in KQED interview why Proposition 30 not ‘Instant Fix’ for schools
Voters expecting tangible benefits from the passage of Proposition 30 may be disappointed. In an interview on KQED’s The California Report, EdSource Senior Reporter Kathryn Baron explains how much money the Proposition is expected to raise and how those funds are likely to be used. Put simply, the funds from Prop. 30 will allow schools to “stay where they are,” says Baron. While schools won’t have to make further cuts to the school year, which was the expected reaction if Prop. 30 did not pass, they probably won’t be able reinstate previously cut programs either. Fensterwald clarifies Gov. Brown’s claims about Prop. 30 in KQED interview
Given how Gov. Brown and others promoted Prop. 30, some are are under the impression that passage of the measure is a great windfall for California schools. Not exactly, say EdSource’s John Fensterwald in an interview with KQED’s Cy Musiker. Of the $6 billion expected to be raised by Prop. 30, Fensterwald says about $3 billion will make it to schools. While that may “stop the bleeding” and help stabilize school finances, it does little to increase California’s per-pupil spending, an important measure of how well states support their schools. As Fensterwald notes, in one study California was ranked 47th in spending per pupil. It’s unlikely passage of Prop. 30 will improve that measure much. Gov. Brown recently signed three bills designed to reduce the number of student suspensions and expulsions and give school administrators more alternatives for dealing with troubled students.
