Brown commits $1 billion for Common Core, sticks with funding formula

Gov. Jerry Brown proposed Tuesday to direct all of the extra $2.8 billion in revenue that the state expects to receive this year to K-12 schools and community colleges, mostly for one-time uses, including $1 billion to implement the Common Core standards. There had been projections of even more money this year, but in a news conference releasing his May budget revise, Gov. Jerry Brown tempered expectations; the drag of federal tax changes, sequestration of federal spending … Read entire article »

Worst is over: Sharp decline in districts in financial straits

Worst is over: Sharp decline in districts in financial straits

The number of school districts in financial distress has fallen significantly after cresting last year, according to a state report released Monday. Seven districts received a “negative” certification, the state’s gravest assessment of a district’s financial condition. This means that the state believes these districts will have trouble paying their bills this school year or next. An additional 117 districts received a “qualified” certification – a warning that, based on revenue projections, employee pay obligations and … Read entire article »

LAO would cut money from basic aid districts, other programs Brown would protect

The Legislative Analyst’s Office has added its endorsement of Gov. Jerry Brown’s proposal for sweeping school finance reform, praising the simplicity and clarity of Brown’s funding formula and the “reasonable” amounts of extra money he’d direct to high-needs students. At the same time, in an analysis released last week, the LAO is suggesting a half-dozen changes to the plan, including two that would stir up controversies that Brown woud just as soon avoid. Both changes would … Read entire article »

LAO has ‘serious concerns’ with governor’s Prop. 98 calculation

The State Legislative Analyst’s Office is calling into question the legality of Gov. Brown’s proposal to count new revenue from Proposition 39 toward funding for education. In a report released Thursday, the LAO warns that the governor’s plan for the initiative, the California Clean Energy Jobs Act, violates the intent of the law. Proposition 39, which won with 61 percent vote last November, is projected to raise up to half a billion dollars in revenue this fiscal … Read entire article »

California drops to 49th in school spending in annual Ed Week report

California drops to 49th in school spending in annual Ed Week report

California tumbled two more spots, to 49th in the nation in per-pupil spending, in Education Week’s latest annual Quality Counts report, released last week. The ranking, which includes Washington, D.C., and the 50 states, covers spending in 2010 and thus doesn’t include the impact of higher taxes that voters approved in passing Proposition 30 in November. California’s per-student spending of $8,482 was $3,342 – 28 percent – below the national average of $11,824. Only Nevada ($8,419) … Read entire article »

With more money to spend, Brown launches K-12 funding reform

With more money to spend, Brown launches K-12 funding reform

Gov. Jerry Brown has proposed an unfamiliar budget for public education in the state – one with actual increases. His 2013-14 spending plan for K-12 schools includes a revision of his plan to reform the state’s convoluted, inequitable school finance system that  lawmakers and a coalition of education groups rejected last year. Passing it would be a priority, Brown said. Brown wants to increase overall spending for K-12 and community colleges in the 2013-14 fiscal year by … Read entire article »

Perspectives on Governor Brown’s budget

Perspectives on Governor Brown’s budget

The following are excerpts from statements issued by education leaders or from comments made in interviews with EdSource K-12 Schools I strongly support the student-weighted formula for determining how much money school districts should receive. Under this proposal, our district will receive new funds that allow us to address our structural deficit. While this may not allow any increases to programs, I believe this will help preserve the instructional calendar and continue the strides we are making … Read entire article »

EdWatch 2013: The next budget bill

EdWatch 2013: The next budget bill

California may finally get the “Year of Education” that former Gov. Arnold Schwarzenegger promised for 2008, which, ironically, is now remembered as the year school funding began its descent to the lower depths. 2013 is full of promise for education, notably due to increased tax revenues from voter approval of Proposition 30 last November. The year will also tax the facility of legislators, Gov. Jerry Brown, educators and education advocates to agree on how to make … Read entire article »

First sign of better times for schools under Prop 30

First sign of better times for schools under Prop 30

Deferred payments to California schools and community colleges will fall to their lowest level in five years this academic year, and repayments for previous deferrals are starting sooner than expected. Instead of waiting until January, the state will pay back $1.57 billion it borrowed from K-12 schools next week, and the $300 million owed to community colleges is all scheduled to arrive this Friday rather than half this month and half next. “It’s yet another indicator … Read entire article »
