Higher standards coming for state’s intern teachers
The California Commission on Teacher Credentialing signaled Thursday its intention to increase training requirements for intern teachers, including Teach for America members, before they’re allowed to teach any of the state’s 1.4 million students who are English learners. At a packed, highly charged meeting in Sacramento, Commission members staked out a compromise position to avert threatened lawsuits from supporters, who had urged the Commission to severely restrict districts’ ability to hire intern teachers, and opponents, who argued that intern … Read entire article »

Nine districts submit waiver for relief from NCLB
A collaborative of nine California school districts is submitting today a first-of-its-kind waiver seeking relief from the harshest sanctions of the No Child Left Behind law. The proposal would commit the participating districts to a new accountability system, focusing on student achievement but deemphasizing standardized test scores. The existing requirements and penalties would remain in effect for all of the other districts in the state. If U.S. Secretary of Education Arne Duncan consents, the districts in … Read entire article »

Superintendents in D.C. to talk district waiver with Duncan
Superintendents representing a coalition of 10 California school districts are scheduled to meet with U.S. Education Secretary Arne Duncan today to make a personal pitch for a district waiver from provisions of No Child Left Behind, which they plan to formally submit next week. February 28 is the deadline for the handful of remaining states that don’t already have a waiver approved or pending to apply for relief from some of the most punitive aspects of the … Read entire article »

California test results on the up and up – partly
California’s public schools continued to show gains on the Academic Performance Index (API), a measure of how well students do on the California Standards Tests and, in high school, on the exit exam. For the first time since the testing program began in 1999, a majority of schools reached or exceeded the state’s target of 800 on the index. Results of the spring 2012 exams, released yesterday by the State Department of Education, showed that 53 … Read entire article »

Duncan tight-lipped on California’s waiver
U.S. Secretary of Education Arne Duncan wouldn’t reveal even a hint regarding the status of California’s request for a waiver from the most unrealistic provisions of the Elementary and Secondary Education Act, also known as No Child Left Behind, in an interview on Wedneday. Duncan only reiterated what state education officials have already acknowledged. “Our staff is still in conversation with the state, so we’re still working on it,” the Secretary told EdSource Today in a … Read entire article »

California may seek a waiver from No Child Left Behind law — on its own terms
UPDATE: The State Board of Education approved seeking an NCLB waiver under Section 9401 of the law on May 10, 2012. The California Department of Education is recommending that California apply for a waiver from the most onerous conditions of the No Child Left Behind law — but not under the conditions set by the Obama administration under a waiver program it announced last fall. … Read entire article »

Newspaper report on “suspect” test scores elicits criticism
California school officials in several school districts contacted by EdSource have rejected allegations of “suspect” test scores in their districts contained in a national report by the Atlanta-Journal Constitution. The newspaper said it had found ”high concentrations of suspect math or reading scores in school systems from coast to coast,” including in 40 California school districts. … Read entire article »

John Roberts on health care, Jerry Brown on NCLB: similar logic
July 1st, 2012 | Add a Comment
By Benjamin Riley ~ EdSource Today
Last week the Supreme Court issued its ruling on the constitutionality of the Affordable Care Act, or as I like refer to it, “Federal RomneyCare.” While the majority of coverage and interest in the case centered around the ACA’s “individual mandate,” a somewhat lesser known issue involving Medicaid has interesting implications for federal and state education policy, particularly in California. Before getting to that, a quick refresher on health care policy. Medicaid is a cooperative federal/state program … Read entire article »
